CMC’s senior staff brings a wealth of correctional healthcare expertise to its programs.
Emre Umar is CMC’s President, and has been a top Correctional Healthcare executive since 1990. Mr. Umar is a hands‑on administrator who led CMC to its position as an industry leader. He is actively involved in all phases of the day-to-day operations of the company, with a concentration on building client relationships and ensuring that CMC performance, in all cases, meets and exceeds client expectations. Prior to CMC, he grew a prior correctional healthcare company from a single contract to one responsible for the delivery of healthcare services to approximately 40,000 inmates at 32 correctional facilities in six states, with facilities ranging in size from 300 to 3,600 inmates and revenues of $60 million. Mr. Umar also directed and oversaw the opening of two wholly owned subsidiaries of the company, focused on laboratory and pharmacy services respectively.
Andre Carpio is CMC’s Senior Vice President and has a central and ongoing role in ensuring effective company growth and establishing a satisfied client base. He has held several critical management roles, including past assignments as a CMC Health Services Administrator (HSA). Currently, Mr. Carpio’s primary responsibilities, in addition to general management and administration, currently lie in the development of provider networks for CMC-operated facilities, as well as IT support.
Shane Sunday is CMC’s Vice President. Mr. Sunday began his career at CMC in 2010 and quickly rose to Director, Finance after demonstrating great acumen in improving efficiency and providing accurate financial reports. In January 2017, he was promoted to Vice President in recognition of his skills and initiative. Mr. Sunday is an essential member of our corporate leadership team, not only for his ability to measure and track financial data, but also as a resource for our sites.
Dr. Nazif Chowdhury is CMC’s Medical Director. Dr. Chowdhury is currently an Associate Professor of Medicine at The State University of New York School of Medicine in Syracuse, New York, as well as the Associate Director of Internal Medicine Residency Program with United Health Services of Binghamton, New York. He has also functioned as a staff physician at CMC’s facilities. Dr. Chowdhury is tasked with ensuring the most cost-effective and highest quality care available to the inmate population served by CMC. Dr. Chowdhury also owns CBH Medical P.C., a medical services provider in New York state.
Renee Fonseca, DNP, FNP-C is CMC‘s Director of Clinical Services. She provides clinical guidance and under the guidance of the medical director administers our utilization review program. Dr. Fonseca also provides quality assurance for medical care providers and implementation, as well as monitoring clinical practice standards, providing oversight and direction to mid-level providers, assisting with development of in-service staff education and training, and implementation of the Clinical Ladders program. As a nurse practitioner, she also can provide site coverage when needed.
Jennifer Michael, LMSW, CMC‘s Director of Mental Health Services, supports CMC’s behavioral health programs and provides guidance and leadership to all sites where mental health services are part of the contract. She is a hand-on director, based at CMC’s Ontario, New York site, where she provides mental health services to the inmate population who require services upon referral. This includes but is not limited to: mental health counseling and consultation, community referrals, psychological assessment, crisis intervention, professional training and education for staff, psycho-educational programming for inmate populations, therapeutic intervention and staff consultation and team interaction.
Kiera Tiedeken, CMC‘s Director of Human Resources, manages and directs all corporate human resources activities. She develops and implements talent acquisition and retention strategies and has nearly a decade of experience in correctional health care.
James Grammond is CMC’s Proposal Manager and Technical Writer. He assists in business development and collaborates with all staff to ensure future and current client needs are addressed via proposals and collateral. He serves as a point of contact for potential clients.
In addition to these officers, CMC‘s management team includes experts in the fields of pharmaceutical services, site administration, and financial services.
