CMC's senior staff offers a wealth of correctional health care expertise to its clients.
 
Maria Carpio, CMC's  Chief Executive Officer, has built CMC from a zero-baseline to a successful company. Ms. Carpio is a "hands-on" administrator who has performed at both the operational and administrative levels, as well as supporting business development and providing fiscal oversight of the company. Previously, Ms. Carpio was instrumental in restructuring the Employee Healthcare Benefits Program for Correctional Physician Services, Inc. (CPS), resulting in significant savings for the company. She also developed the legal team that specifically handled litigation matters and union negoitations.
 

Emre Umar, CMC's President, has been a top correctional health care executive since 1990. Prior to his current assignment, Mr. Umar was Vice President of Correctional Physician Services, Inc. (CPS). From a single contract, Mr. Umar grew the company to one responsible for the delivery of healthcare services to approximately 40,000 inmates at 32 correctional facilities in Pennsylvania, New York, Illinois, Texas, Florida, and Virginia, with facilities ranging in size from 300 to 3,600 inmates and revenue of $60 million. Mr. Umar directed and oversaw the opening of Contract Laboratory Services, Inc. and CPS Pharmacy Services, Inc., wholly owned subsidiaries of CPS. During that time, Mr. Umar also directed and oversaw the implementation of CPS' utilization management program and its continuous quality improvement program.

Andre Carpio is CMC’s Vice President and has a central and ongoing role in ensuring effective company growth and establishing a satisfied client base. He has held several critical management roles, including past assignments as a CMC Health Services Administrator (HSA). Mr. Carpio will have an ongoing role as a liaison between the CMC Corporate Office and each of its clients.

Gail Normandin, RN is CMC’s Director of Operations and has direct oversight responsibility for each CMC-operated facility. Ms. Normandin has extensive experience in the development and maintenance of health care programs, having previously held the position of Health Services Administrator at the BristolCounty (Massachusetts) Correctional Facilities. Ms. Normandin has worked in a variety of nursing capacities, from hands-on nursing care through nursing supervision and staff coordination.

CMC has recently added Bradford J. Ebel as its Director of Marketing and Client Relations, following his retirement from his position as the Corrections Superintendent for the Ulster County Jail (UCJ), a post he held since 2001. Mr. Ebel was a member of the Ulster County Sheriff’s Office for thirty‑two (32) years, rising through the ranks from a Corrections Officer through various supervisory levels, culminating in his role as the administrator of a 500‑bed correctional facility. During his administration, Mr. Ebel oversaw the design and completion of a new, state-of-the-art facility. He was responsible for an operating budget in excess of $13 million, as well the management of over 157 sworn peace officers. During his tenure at the UCJ, Mr. Ebel also was responsible for the achievement and reaccreditation of the New York State Sheriff’s Jail Accreditation and the National Commission on Correctional Health Care (NCCHC). For CMC, Mr. Ebel has a dual role: developing new business opportunities and building strong customer relations with clients. Mr. Ebel is also tasked with supporting newly established and existing contracts and providing expertise in matters relative to facility operation and CMC's interface with Jail Administration.

Dr. Margaret A. Carrillo, CMC's Medical Director, is board-certified in both internal medicine and emergency medicine. She has over fifteen (15) years of direct correctional health care experience and eighteen (18) years as a practicing physician in hospital‑based emergency departments.  Dr. Carrillo received her medical degree from Harvard University.

Ned Heltzer, R. Ph., MS,
CMC's Director of Pharmacy Operations,  has provided and directed pharmacy services for single correctional facilities and entire state prison systems for twenty-five years. He has worked within the institutional pharmacy sector as director of correctional pharmacy services and for one of the nation's largest correctional healthcare providers as vice president of pharmacy affairs. Mr. Heltzer has also provided pharmacy consultant services across the United States and around the world, most recently through the Management Services for Health. He has held positions on numerous advisory panels and boards, is a widely published expert on the treatments of AIDS in the correctional environment; and is a regular contributor to the periodical The AIDS Reader

Stephen B. Knowlton, III administers CMC’s Director of Finance and Contracts, offering 24 years of management experience, the last ten of which have been in the correctional healthcare environment. After 14 years in defense-related industry, Mr. Knowlton joined Correctional Physician Services (CPS) as Director of Business Development with responsibilities that also included legal and contractual issues. Upon the purchase of CPS assets by Prison Health Services, Inc. (PHS), Mr. Knowlton provided administrative and financial oversight of the transition process, as well as supporting Business Development projects and the operation of its Pennsylvania Regional office. At CMC, Mr. Knowlton continues to support Business Development and contractual issues, as well as all financial and monthly contractual reporting, invoicing, and all site-related corporate reporting.

In addition to these officers, CMC‘s management team includes experts in the fields of pharmaceutical services, site administration, and financial services. CMC‘s management team brings more than sixty years of collective correctional healthcare experience to its clients.
